If you judge the worthiness of a country for a new EPCOT pavilion on its popularity at the food and wine festival, then Spain is a no brainer. That is certainly one strong point in favor of the very strong rumor that Espana will soon have a home away from home between the current France and Morocco pavilions.
One strong point against this rumor is that Spain would have to pay for this pavilions operation and the country is currently struggling to keep its head above water and eek its way out of debt.
Another western European country seems like the wrong choice for me. But I would not put it past Disney to build what would essentially be an easy pavilion (some guadi architecture, a restaurant, gallery, and a shop) then say "Look we're not abandoning Epcot".

Is disney coming to Andalucia
Interesting, on the one hand I love SPain so would love to see that in Epcot, on the other hand I would prefer something like the Czech Republic... or Australia... either way any new country should be required to have SOME kind of ride, even if just a ferris wheel (very European) see my similar post.
